The Land Development service center reviews the designs of private developments, ensuring their proper integration into the City’s infrastructure and to protect the safety of the public.

All Citizens and Contractors are advised to submit permit requests via 901 Portal.

Land Development Plan Review Procedures

Plan reviews of private developments will be performed via Accela. Paper submittals of reviews will not be accepted.

Our Plans Review Coordinator can also address any questions you may have regarding your submittal and the review process. Fee payments for plan reviews, ASPRs, fiber optics permits, etc will only be accepted at Memphis City Hall, 125 N. Main Street, Division of Engineering, Room 644 for hand deliveries or mailed to the below address:

If fee payments are made via hand delivery, they will be accepted at the above address Mondays through Fridays from 8:30am to 3:00pm. Checks will be made payable to the City of Memphis. Please contact our Land Development Permit Coordinator at LDOPermits@memphistn.gov if you have any questions. These revised Land Development policies will remain in effect until further notice.
